WOMEN AND POLITICAL LEADERSHIP IN CHAD: CHALLENGES AND PROSPECTS

Introduction 

Gender equality in politics is crucial for sustainable development and democracy. In Chad, despite advances in women’s rights, their representation in decision-making bodies remains insufficient. In 2024, women will hold only 15% of seats in Parliament, according to a report by the Inter-Parliamentary Union (IPU), highlighting a persistent gap between the principles of equality and political reality.

 

Historical and Legislative Context 

Since independence in 1960, Chad has experienced significant changes in the fight for women’s rights. Feminist movements have played a crucial role, but their efforts have often been hampered by internal conflicts and political instability. Although the country has ratified international conventions such as the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) in 1997, implementation of these texts remains uneven due to a lack of political will and low awareness of legal rights.

 

Obstacles to Political Participation 

Women’s engagement in politics is limited by several factors. First, traditional socio-cultural norms often assign women to domestic roles, which restricts their participation in public affairs. Furthermore, in the current electoral system, political parties generally favour male candidates, making it difficult for women to access elected office; for example, in 2023, less than 20% of female candidates were elected in local elections. Finally, access to education for girls remains a major obstacle. A 2023 study by the United Nations Educational, Scientific and Cultural Organization (UNESCO) indicates that the literacy rate for women in Chad is 30%, compared to 50% for men.

 

Initiatives for Women’s Leadership 

To counter these challenges, several programs have been set up by the government and NGOs (Non-Governmental Organizations) to promote women’s political participation. The “Women Leaders” program, launched in 2022, has trained more than 500 women in leadership skills and political management. In addition, networking between women leaders is essential to foster mutual support.

 

Impact of Women’s Leadership on Society 

Increased representation of women in decision-making bodies has shown positive results. According to a UN Women study published in 2024, women in decision-making positions tend to promote laws that promote social well-being, such as those related to reproductive health.

 

Conclusion 

Although many challenges remain, there is growing awareness and promising initiatives that could transform the Chadian political landscape by integrating more female voices. The full participation of women in political leadership is not only a matter of equity but also a key factor for sustainable development in Chad.
