Preschool Education in Morocco: A Strategic Initiative at the Heart of Educational Reforms

Introduction

Preschool education in Morocco is now established as a key lever for developing human capital and reducing social and territorial inequalities. Long considered a non-priority segment, it has undergone in recent years an ambitious reform dynamic driven by strong political will and a structured strategic framework. In a context marked by deep social and economic transformations, access to quality preschool education represents a major challenge. It is no longer simply about providing childcare, but about offering a structured environment that fosters children’s cognitive, social, and emotional development.

 

Significant Progress Toward Universal Access

Within the framework of the 2015–2030 Strategic Vision and Framework Law 51.17, Morocco has undertaken a large-scale initiative to generalize preschool education. The enrollment rate of children aged 4 to 5 has increased from approximately 24% in 2008 to over 77% in 2023, with the goal of universal coverage by 2028. This progress reflects sustained government efforts to ensure equitable access to quality education from an early age. However, disparities persist, particularly between urban and rural areas, where educational provision remains sometimes insufficient.

 

The Structuring Role of the Moroccan Foundation for the Promotion of Preschool Education

A central actor in this dynamic, the Moroccan Foundation for the Promotion of Preschool Education (FMPS) plays a key role in the rollout of public preschool education. Created in 2008, it works in partnership with the state and local authorities to establish, manage, and monitor preschool units, especially in rural and remote areas. Today, the FMPS is an operational pillar of the system: more than 20,000 preschool units, over 300,000 beneficiary children, and more than 20,000 trained and supervised educators. Beyond these achievements, the Foundation contributes to structuring a harmonized pedagogical model focused on learning quality and the holistic development of the child.

 

Ongoing Challenges

Despite significant progress, several challenges remain. The issue of teaching quality remains central, particularly regarding continuous educator training, adaptation of pedagogical content, and assessment of learning outcomes. Furthermore, reducing territorial disparities remains a major concern, as does the effective integration of national languages and stronger family involvement in the educational process.

 

Future Prospects and Key Challenges

The future of preschool education in Morocco will depend on the ability of stakeholders to consolidate achievements while improving system quality and equity. In this regard, strengthening partnerships, pedagogical innovation, and sustainable investment in human resources will be decisive.
