Good governance refers to the process by which public institutions undertake public affairs. It refers to the capacity of a country’s authorities to optimally manage available material and human resources, with a view to political stability, social cohesion and economic growth in order to improve the living conditions of the population and reduce poverty in a sustainable manner. Good governance is essential for a country’s development. It is all the more important in the education and vocational training sector because education is the foundation for sustainable development. Education reduces poverty and contributes to the stability of the country, education allows young people to integrate into the socio-economic fabric and to access stable and sustainable employment.
Ensuring access to quality education
Good governance is essential in the education sector, as it ensures access to education for all regardless of gender, social status or income. The right of access to education must be guaranteed and must take into account the diversity of students’ educational and social needs in order to foster the acquisition of knowledge, skills and attitudes required for life in society. This objective is crucial for primary and secondary schools and must be pursued in the context of higher education. Similarly, the quality of education is a critical factor in determining the ability of our societies to prosper. Public authorities have a responsibility to ensure the right to an education of adequate quality, which not only promotes the acquisition of knowledge, but also develops the personal skills of students (sports, music, painting, writing etc.) and helps build interpersonal relationships.
Promoting vocational education
New forms of work require a new education system. In sub-Saharan African countries, unemployment affects more than 50% of the active population, one of the causes being the mismatch between qualifications and skills and the needs of companies. To address this, decision-makers in many African countries have adopted public policies aimed at avoiding a mismatch between training and business needs. It is a question of knowing the jobs and skills required by companies on the continent before setting up training. Many experts argue that it is necessary to give greater importance to vocational training to the detriment of general education, which will help to reduce the unemployment rate. With this in mind, the government of Senegal has embarked on the creation of the Institut Supérieur d’Enseignement Professionnelle (ISEP), in order to promote the matching of training to employment in Senegal.
Conclusion
There is a close link between the governance of public authorities, the quality of education and the socio-professional integration capacity of young people. Today, good governance is an essential prerequisite for improving the efficiency of education services and meeting the needs of the poorest.
