Law and governance are essential to the functioning of any society. They can be seen as pillars that support the progress of states. The question that immediately follows these words is to what extent do we, as social actors, take them into account at the heart of our responsibilities?

Law and Governance is multidimensional. They encompass both all the rules of conduct governing relations between people and all the decisions and practices designed to ensure that a society functions optimally. Human beings are social by nature. In this sense, it is our duty, for personal and collective fulfilment, to take organised action to ensure that the law prevails and equity rules.
All Concerned
Who is involved in making law and governance effective in society? Clearly, everyone in society is involved. From the small craftsman’s workshop that looks like nothing in the neighbourhood, but where our shoes are repaired and our ageing clothes mended, to our neighbour’s small hairdressing or pedicure-manicure salon, to the mill that crushes our spices, to our car drivers, by our baker, by the educational establishments where our offspring attend, by our water and electricity supplier, and right up to the highest responsibilities of our States, everyone has a role to play in ensuring fair human relations, guided by the law and executed by governance.
Societal Showcases
Within the States, in the current system of decentralisation, law and governance remain windows on society. Is social justice fair? Do all citizens have access to public services without discrimination? Does everyone have access to essential goods? Achieving these objectives thus becomes the motive that gives meaning to the ‘res publica’, the general interest, the republic, as people have built it to live together. What matters in society is not the quantity of wealth produced, but the ability of those in charge to ensure that it is fairly redistributed. From this point of view, there can be no question of classes of people being left behind.
Conclusion
Law and governance form the cornerstone of state-building, and they are present in all areas of social life. To make them effective, all social classes are involved. It is through this collective responsibility that we build republics where justice and equity reign.
