Consciousness-Raising Literacy: A Strategic Lever for Human Capital Development in Chad

Introduction

At the heart of sustainable development and the fight against poverty, literacy plays a fundamental role. But beyond simply acquiring basic reading and writing skills, consciousness-raising literacy inspired by the work of Paulo Freire can pave the way for a deeper transformation of Chadian society. It can become a powerful driver of human capital development by harnessing education as a tool for empowerment, civic participation, and socio-economic progress.

What is Consciousness-Raising Literacy?

Far from being a mere technical learning process, this approach seeks to awaken individuals’ critical awareness of their social, economic, and political environments. It encourages learners to analyze their reality, identify mechanisms of oppression, and act to change their condition. This educational model is rooted in dialogue, active participation, and the valuing of local knowledge.

The Chadian Context: Persistent Challenges

Chad faces numerous education and human development challenges, including: a low adult literacy rate (around 35%, with significant gender and rural/urban disparities): a predominantly young population, often in economically vulnerable conditions; high multidimensional poverty affecting health, water access, education, and employment; and a fragile social fabric shaped by conflict, inequality, and poor access to information. In this context, strengthening human capital people’s skills, knowledge, and capabilities—is essential for building a more resilient and inclusive society.

A Transformative Impact on Human Capital

Functional Education and Empowerment

This approach equips individuals especially women and youth with practical life skills (financial management, health, farming, entrepreneurship), while increasing their agency and autonomy.

Promoting Active Citizenship

Learners develop a critical awareness that encourages them to engage in community life, defend their rights, and participate in local governance. This strengthens democracy and social cohesion.

Economic Inclusion

A more literate population is better positioned to access vocational training, launch income-generating activities, and adapt to job market demands.

Improved Health and Well-Being

Reading comprehension is essential to understand prevention messages, follow medical treatments, and adopt hygiene practices. Conscious literacy thus contributes to better public health.

Recommendations for Effective Implementation in Chad

To ensure this approach reaches its full potential, the following actions are recommended: integrate consciousness-raising literacy into national non-formal education policies; train educators in participatory and critical pedagogies; involve local communities in program design; build bridges between literacy and vocational training; and support grassroots and NGO-led popular education initiatives.

Conclusion

Consciousness-raising literacy is more than a teaching method; it is a tool for social transformation, helping build a more educated, just, and prosperous Chad. By investing in this form of education, the country can not only improve citizens’ quality of life but also lay a solid foundation for sustainable development, driven by an enlightened, engaged, and capable human capital ready to face 21st-century challenges.
