However, this transition raises a number of legal challenges, notably the protection of personal data. In 2021, Togo adopted a digital code (Law no. 2018-026 of 07 December 2018 on cybersecurity and cybercrime) aimed at strengthening data protection, but its implementation remains difficult, in particular because of the lack of infrastructure and training for officials. At the same time, cyber security is becoming a major concern, with an increase in computer attacks. African countries, including Togo, need to improve coordination to combat these threats, in the face of laws on cybercrime that are often obsolete.
