The energy sector in the DRC: a forgotten job provider

Introduction

The DRC is one of the richest countries in the world in terms of energy resources. The DRC’s energy potential represents around 37% of Africa’s potential and almost 6% of the world’s potential. At regional level, the DRC’s energy network meets the needs of certain countries, but internally the Congolese population’s access to energy is estimated at less than 10%. The growing energy needs of the population, industries and countries in the region offer new employment opportunities if the sector is subject to sound and transparent economic governance. How can the energy sector contribute to job creation?

Building solid and effective institutions: the foundation for economic development in the energy sector

The DRC’s energy potential encompasses a wide range of resources, from water to renewable energy sources such as biomass, biogas, solar and wind power. The challenges facing the energy sector in the DRC are essentially institutional. Governance of the energy sector is weak or non-existent. Public energy services are inadequate, ill-equipped and undiversified, the typical example being the national electricity company, whose energy production capacity is unable to meet the population’s energy needs.

Improving public policies is essential if the potential of the energy sector is to make a significant contribution to the economy and job creation. Capacity-building for institutional leaders, the establishment of permanent evaluation mechanisms and the promotion of transparency in management must be considered as part of the same imperative.

Putting in place legal frameworks that encourage private investment

In addition to building solid institutions, there is the problem of the inadequacy of the regulatory framework. To enable the energy sector to fulfil its economic functions, it is necessary not only to ensure that the rules are effective and efficient, but also to introduce incentives for private investment and promote public-private partnerships in the sector.

Conclusion

Energy is at the heart of all prosperous economies. The DRC’s energy sector is an essential asset in a world in transition to new ways of producing and consuming, and offers solid employment prospects. It is therefore necessary to improve the governance of this sector by adopting a global approach to the challenges involved. Only under these conditions will the economic potential of the energy sector be a major pillar in job creation or in reducing unemployment.
