TRACEABILITY OF MINERAL SUBSTANCES IN THE DRC: A CHALLENGE FOR RESPONSIBLE MINING

Introduction

Growing consumer demands and increasingly complex supply chains require the development of an information system that enables effective collaboration among all stakeholders. Traceability involves linking information flows to physical flows, managing connections between incoming and outgoing products, and establishing mechanisms to retrieve information about a product. In the mining sector in the DRC, traceability is an essential tool for combating the illicit trade in minerals, strengthening good governance, and promoting responsible mining.

Product Traceability and Responsibility

Product traceability refers to the ability of a manufacturer to track a product throughout its processing procedures and trace it back to its manufacturer. In most cases, product traceability is managed through the use of batch numbers. Traceability systems help improve the overall quality of production processes. When a defect is identified, they make it possible to examine relevant data and determine the cause of the problem. The purpose of traceability is to prevent manufacturing defects from recurring and to keep products whose raw materials are linked to serious human rights violations out of the market.

The Need for a National or Regional System

In the fight against the illicit exploitation of natural resources, traceability helps countries establish mechanisms for monitoring, detecting, and controlling the transportation of natural resources. From a security perspective, traceability can contribute to stabilizing the subregion by preventing the export or commercialization of natural resources originating from activities carried out by armed groups or illegal operations. State and private sector stakeholders must establish a legal framework for implementing and enforcing the certification and traceability of natural resources. This framework should define the objectives, scope, resources concerned, organizational arrangements, certification technologies to be used, obligations of the parties involved, and procedures for information sharing among states.

Mineral Traceability in the DRC

All stakeholders involved in the mining sector in the eastern part of the country must now contribute to its reconstruction. All Great Lakes countries are committed to eliminating the illicit exploitation and illegal trade of natural resources within their respective territories. The objective is to dismantle criminal networks involved in supplying minerals to finance illegal and harmful activities; guarantee the certification and traceability of mineral flows from extraction sites to export points; strengthen capacity; and improve good governance in the mining sector.

Conclusion

The traceability of mineral substances is an essential tool for guaranteeing the origin of minerals, combating illicit exploitation and illegal trade, restoring state authority, and strengthening good governance. It should enable the mining sector to effectively fulfil its role as a driver of economic growth and development.
